Judicial review proceedings were commenced against the Commission in respect of the Commission’s decision to commence legal proceedings to recover, as a debt, payments made under the statutory insurance scheme. The commission successfully applied to have the judicial review dismissed on the basis that the subject decision was not a decision within the meaning of the Judicial Review Act.
