The applicant, the Commissioner of the Police Service of Queensland, was challenging a decision of the first respondent, the Parole Board, by which it was decided that an Acting Inspector Knight be subjected to cross-examination by the second respondent’s legal representative as part of the second respondent’s application for parole. The Board also decided that it could take evidence on oath or otherwise to enable it to hear and determine the second respondent’s application for parole.
