This matter arose from where a greyhound trainer was disqualified for using prohibited substances and where the Local Rules of Racing (Greyhound Racing) were amended between the time of the original offence and the appeal. Another issue considered was whether the industry practice for issuing certificates of analysis for prohibited substances differed from the Act and rules and whether the respondent had a legitimate expectation that the industry practice would be followed.
