A matter where a Constable was dismissed upon conviction for criminal offences. The dispute concerned whether the sanction was excessive and whether the decision maker erred in making
findings beyond particulars of charged conduct and did not attach sufficient weight to mitigating circumstances, including a diagnosed mental health condition contributing to impugned conduct.
