After the applicant had been the provider of marine pilotage services in the Brisbane Pilotage Area for the Port of Brisbane for some 30 years, its contract was not renewed and another provider was awarded the contract. Maritime Safety Queensland granted pilot licences to pilots employed by the new provider.
The applicant sought to stay the decision to grant the licences pending review by the Tribunal, in circumstances where the applicant challenged the assessment and training of the candidates and the criteria for the granting of the licences, arguing it had standing to do so in the public interest.
The Tribunal refused the stay.
