This was a submitter appeal against the decision of the respondent approving an application for a development permit for a material change of use for a childcare centre. Essentially, the appeal asserted that while the proposed development would not create any unacceptable impacts, it is was nonetheless of a scale contrary to what was envisaged by the respondent’s planning scheme, City Plan 2014, and not consistent with the character of the immediate area.
