Matter with respect to land in the Brisbane CBD. Whilst it was agreed that the site value should be based on the highest and best use being a commercial office tower, under the Land Valuation Act 2010, the Appellants objected to the land valuation given by the Valuer General. In contention was the extent of that use, scale of development achievable, whether comparable sales were improved sites and whether infrastructure concessions relating to the site were a relevant consideration.
